Vermont has few financial incentives to promote renewable energy. REV is working on legislation that would create new incentives for Vermont homeowners and businesses to install renewable energy systems. Act 74 – Clean Energy Development Fund

In 2005, the Vermont General Assembly established the VERMONT CLEAN ENERGY
DEVELOPMENT FUND through ACT 74. The ACT specifies that a VERMONT CLEAN ENERGY DEVELOPMENT FUND will be established and funded through proceeds due to the state under the terms of two memoranda of understanding between the Vermont Department of Public Service and Entergy Nuclear VT and Entergy Nuclear Operations, Inc., and by any other monies that may be appropriated to or deposited into the fund.

The purpose of the VERMONT CLEAN ENERGY DEVELOPMENT FUND is to promote the development and deployment of cost-effective and environmentally sustainable electric power resources - primarily with respect to renewable energy resources and the use of combined heat and power technologies - for the long-term benefit of Vermont electric customers.

Act 69 - Solar & Small Wind Incentive Program

The Vermont Solar and Small Wind Incentive Program was created in 2003. Act 69 appropriated $626,000 to create the program to help businesses and homeowners buy small-scale solar and wind energy systems.

Additional funding for the program from CVPS and GMP brought the total program budget close to $1 million. The program was launched in October of 2003. The program offered direct cash incentives to reduce the initial costs of solar electric, small wind and solar hot water systems.

Despite having a much lower incentive amount than other states the program had fully subscribed the available funds and was closed to new applications just nine months after the program was started.
